This error message indicates that the 'GpsToolsXP230.dll' file is missing.  In the database that is receiving this error, click on 'Database Tools | Visual Basic' to open the VBA editor.  Under 'Tools | References,' there will be a line flagged as 'MISSING:'.  Uncheck that line, then close and reopen the database.  The database should open normally.
